机关公文写作大赛是一个以文会友的平台,是一个公文写作的“擂台”,更是一个练就本领的“舞台”。我们在这里碰撞思维、激扬文字,同一个题目、同一份答卷,用精美的文字演绎出绚烂篇章,更像是一次美丽的邂逅,与写作相约,遇见公文之美。回想起来,公文写作“五字诀”值得与大家共勉。

一要把握立意“新”。题目多读一次、现象多想一层、问题多思一遍,准确把握题目的主旨、行文的主题、文章的主干,力求“想到别人想不到”的核心要义。

二要做到结构“精”。“文似观山不喜平”。在把握体例的前提下,重在结构精巧、材料精当、文笔精妙,夹叙夹议中突出文章的逻辑、段落的层次。

三要注重文风“实”。准确鲜明地表达观点、阐述论点,用新词、说新话,力戒“假大空”的套话。引入身边的事实、素材和数据说话,多写一些平实的话,真正把事情想明白,把道理讲清楚。

四川省第五届机关公文写作技能大赛,既是组织全省机关干部深入开展党史学习教育的有力举措,也是指引我们立足“三新”投身社会主义现代化四川建设伟业的生动实践。

从现实来看,我认为写好一篇公文要从“三个问题”出发。

第一问:为何写材料——要充分理清文章的“思想”。胸中有大义,笔下有乾坤。首先要做到对xxx、省委重要会议与指示精神的学习领会,充分理解写作意图,准确把握任务目标,突破思维定式,创新思路立意,在文章思想上力争做到“人无我有,人有我优”。

第二问:材料写什么——要广泛组织文章的“血肉”。基础不牢,地动山摇。在确立了文章思路以后,就要多方面收集能够支撑文章论点的案例、数据,这将组成文章的基础。必要时还要开展多方调研,确保全部基础要素客观准确、支撑有力。

博观而约取厚积才能薄发

作为两届评委,我评阅过大量参赛文稿。我认为,文稿的比拼不仅是写作能力,而且是考验参赛者的思维思考、系统谋划、信息归纳掌握、综合表达能力等。在此,我为大家分享几点建议:

一是注重政策理论素养的历练提升。历届大赛主要围绕党和国家政治生活中的大事要事进行命题。比如,新思想是贯穿历届大赛的考点,党内教育、脱贫攻坚、生态文明、成渝地区双城经济圈建设等是近两年竞赛的热点与关键点。参赛者备赛时要紧盯考点,培养全局眼光,坚持系统思维,从国际、国内两个维度,系统梳理、追根溯源中央治国理政大政方针和省委省政府决策部署的缘起、现状、未来走向,以及落地落实的四川实践,吃透中央要求和上级精神,吃准本部门、本单位实情,真正做到“身在兵位,胸为帅谋”。

二是注重类型化文稿的积累沉淀。博观而约取,厚积而薄发。我向大家推荐一些好的学习渠道和平台,报刊类有《xxx》《求是》《红旗文稿》《秘书工作》《半月谈》等,微信公众号有“学习强国”“老笔头”“如椽巨笔”“办公室主任”“出卷人”等。要让学习成为常态,养成读书看报习惯,用好精读方法,细读标题、厘清结构、深扒金句、反复细刍、烂熟于心,广泛积累素材,扩充知识储备。

三是注重实践实战和熟练运用。在强化记忆、深化理解的基础上,做好消化、内化、转化,输出形成个人的思维导图和逻辑框架。注重掌握运用提炼主题和标题的方法技巧,力求准确、聚焦、鲜明、新颖、简洁。有些优秀文稿提炼的标题既有气势,又很工整,看起来赏心悦目,而且文稿的主题、体例和内容都很贴切,与部门职责特点又很贴近,这样的文稿很容易脱颖而出。扎实搞好基础工作,珍惜日常工作中每一次提笔实践、基层调研的机会,在每一次认真细致谋篇构思、精益求精反复修改中,不断锤炼脑力、笔力、眼力。

才艺大赛的前几天,小动物在努力地练习着。小猴想:练什么才好呢?

这天,小猴在外面玩,看见了小兔在写作文。他走过去,拍拍小兔的肩膀说:“小兔,我们一起写作文吧!”小兔子说:“好啊,我们先从句子开始写吧。”没写几句,小猴的注意力就不集中了。

才艺大赛那天,小兔、小熊和小鹿得了第一名,他们得意地把奖牌挂在胸前。只有小猴两手空空,他只好垂头丧气地回家了。
